It comes in authentic (Sahih) narrations that the Sahaba Radhiallahu Anhum used to give a lecture before the main Khutba of Jumu’ah.

The first person to give a lecture was Hadhrat Tamim al-Dari Radhiallahu Anhu during the reign of Hadhrat Umar Radhiallahu Anhu. He requested a session to lecture every Jumu’ah. Hadhrat Umar Radhiallahu Anhu granted him permission, so he would give a lecture. Thereafter, he asked for another session so he permitted him. Thereafter, he requested Hadhrat Uthman Radhiallahu Anhu for a third session [and he was granted permission]. Therefore, he would lecture three times.i

On the day of Jumu’ah, Hadhrat Salman al-Farisi Radhiallahu Anhu would instruct Hadhrat Zayd ibn Suhan Radhiallahu Anhu: “Go and advise your community.”ii

Hadhrat Asim ibn Muhammad narrates from his father: On the day of Jumu’ah, I saw Hadhrat Abu Hurayra Radhiallahu Anhu stand beside the pulpit saying, “Abu al-Qasim, the Messenger of Allah, the truthful and the attested, narrated to us…” He would continuously narrate Hadith until the Imam would come.iii

So, from this it is understood that this was a practice in the time of the Sahaba Radhiallahu Anhum. Rusulallah sallallahu alaihi wasallam is reported to have said, “Hold on to my Sunnah and the Sunnah of the four rightly guided Khalifa.”iv Rasulallah sallallahu alaihi wasallam is also reported to have said, “The best of people is those of my era, then the era after that, and then the era after that.”v

If a Masjid has only Khutbtah and Namaaz it will be incorrect to taunt them for not having a Bayaan.

However, this is an ideal time that the Ulema get an opportunity to address their communities, so this opportunity should not be missed without any valid reason, even though the Bayaan may be for only ten minutes.
