We
currently run a Maktab and together with tuition fees, we also charge a
re-registration fee, after handing out a re-registration form to pupils
currently in the Maktab, which basically secures a space for one's child in the
Maktab for the upcoming year.

Is it
permissible to levy the above re-registration fee? 

Answer: 

In the enquired case, if the registration involves any admin work i.e. paper work, forms, administration work, etc., it will be permissible to charge a registration fee. (Fataawa Qasmiyyah Vol. 2 Pg. 540-542)
