For women
to cut hair short is forbidden. What happens if the husband insists? 

Answer: 

What is banned in Shariah will remain prohibited and she will not be obliged to obey her husband in the disobedience of Allah Ta'aala. (Shaami Vol. 6 Pg. 407)
