Question: 

Is it permissible to feed animals such as lions a cow that is alive, or in general, can any other animal be given live animals as their feed? What is the ruling when it comes to fishing with worms, etc? 

Answer: 

First and foremost, it is prohibited to punish, trouble, or distress any creation of Allah Ta'aala, be it Insaan (humankind) or any other Makhlooq (creation), it is against the spirit of Shariah.

Nabi Sallallahu Alaihi Wasallam has forbade us and invoked curse upon such person who makes a living creature a target and the narration mentions:

لَعَنَ رَسُولُ الله صلى الله عليه وسلم مَنِ ا خ تََّذَ شَيْئًا فِيهِ الرُّوحُ غَرَضًا

Nabi Sallallahu Alaihi Wasallam invoked curse upon those who make anything that has a soul a target.i

He Sallallahu Alaihi Wasallam also said:

“Do not make anything having life as a target.”ii

It is borne out from above that it is impermissible to use live baits or feed live things to the animals as it is inhumane, causes pain and suffering to the creature unnecessarily; therefore, it should be killed (baits e.g. worms) or slaughtered before feeding it to the animals.iii

AND ALLAH TA'AALA ALONE IN HIS INFINITE KNOWLEDGE KNOWS BEST
