The narration is as follows:

Similar narrations are also found in Shamāil at-Tirmithī, Abū Dāwūd and Ibn Mājah.

There is a difference of opinion regarding the meaning of these narrations. Some of the Aḥnāf say that they refer to the four Raka'āt of Sunnah before Ẓuhr, while the other Aḥnāf along with the Shawāfi' say that these four are besides the four Raka'āt before Ẓuhr. They call them Sunat az-Zawāl.

It is more appropriate that these four Raka'āt refer to other than the four Raka'āt of Sunnah before Ẓuhr as stated by Mawlānā Rashīd Ahmad Gangohī in al-Kawkab ad-Durrī as well as others. (Al-Kawkab al-Durri Vol. 1 Pg. 401) 

Therefore, based on the regular practice of Rasūl Allāh Ṣallallāh 'Alayh Wa Sallam, it will be Sunnah to read these four Raka'āt of Sunnah az-Zawwāl. And if someone were to read these four Raka'āt immediately after Zawāl, they will also be counted as the four Raka'āt of Sunnah before Ẓuhr.
