Tayammum with sand, painted surfaces, using part of the hand

Question: 

When doing Tayammum,
is it permisssble to remove ALL of the soil when dusting your hands before
wiping or do we need to leave a small amount on the hands? If we need to leave
some amount, how much amount?

Can we do Tayammum
with bricks that have paint and cement on them?

Finally, do we have to wipe with our palms or
can it be done with any part of the hand?


Answer: 

1. In Tayammum one should remove the excessive soil from his hands by dusting them once or twice, and even if no part of soil is visible on the hands after dusting them, then too Tayammum will be valid.

2. One can do Tayammum on the bricks that have paint and cement on them; with the proviso that the paint is not oil-based or made of something which is not genus of the earth. Hence, one cannot make Tayammum on walls that are painted by oil-based paints. Notwithstanding that, if there is dust on the oil-based painted wall or anything on which one cannot perform Tayammum, one will be allowed to make Tayammum with that. Moreover, in the present era, most paints are oil-based or made from something which is not from the genus of earth; therefore, one should refrain performing Tayammum on them.

3. It is Sunnah to use the inner part of the hand; however, if one uses the outer part of the hand, his Tayammum will still be valid (as long as he fulfil the rites of it which is; to make intention of performing Tayammum, striking both hands on the clean earth or dust, rubbing his entire face once, and rubbing his hands including elbows once); however by doing it this way, he will be acting against the Sunnah.
