Is it permissible for
one to trim/cut one’s hair using a scissor rather than a machine? This question
is based on the condition that one asks a barber to use a scissor throughout
and not make the top long and bottom short.

Answer: 

In Shariah, a man is permitted to keep and trim him hair. However, he is prohibited from keeping two-lengths and adopting the hairstyles of non-believers.

In the enquired case, yes, a man can use scissors for trimming his hair as long as the haircut is of one-length throughout the head. However, to be on the safe side, it would be better to use a machine as it would be easier to keep his hair precisely one-length by utilizing a machine to cut the hair.
