Can we make Takfeer of all Shiahs? What have the Ulama of Deoband said?

Answer:

Takfeer is made of all Shias ascribing to any such belief that renders them out of the fold of Islam. (Fataawa Mahmudiyyah Vol. 4 Pg. 19, 32, 73)
